In this illusion, the reality will hit you after you are shocked first. It looks like this man has a face of dog which is not true and which the photographer wanted you to perceive. The truth is that there is a man sitting in the seat and the dog is sitting in the opposite seat. He is just looking towards the camera obstructing the view of the man's face which is why the photo appears to be something other than the reality. One more giveaway is the fact that the man is holding the strap in his hand. Well nobody will do it to himself of course.

This is a really fascinating paradox art. Hats off to the artist as it looks extremely real to the naked eyes. The shadows and lighting is just perfect and adds so much more depth to this illusion.
