The truth is that there is a man sitting in the seat and the dog is sitting in the opposite seat. He is just looking towards the camera obstructing the view of the man's face which is why the photo appears to be something other than the reality. One more giveaway is the fact that the man is holding the strap in his hand. Well nobody will do it to himself of course.
