Now select any two group of gems and put them in a balance. If they are equal then, the heavier gem must be in the group you have left. If one of them is heavy, then that group contains the heavier gem.

Firstly there is at least one red hat. (There can be two or three as well).
Secondly the competition is fair for everyone.
